Mr. Sugarman was born in Kiev, Russia, in 1883. He arrived in the United States in 1898 and came to San Antonio, Texas in 1910 after residing in Chicago, Illinois for 12 years where he worked for Hart Schaffner & Marx Co. He was owner of Sugarman Bros. & Son, Inc. and was in business for 47 years at 401 West Houston Street. Mr. Sugarman was a member of the following organizations: Agudas Achim Synagogue, Scottish Rite Masons 32°, Alzafar Shrine Temple and Elks Club.
